How do You Buy a Car in Poland?

Poland is the part of Europe in which the ride of the most cars over 20 years. Used cars imported from Western Europe usually go to the Polish automotive market. In one of the statistics I read that these cars are brought to Poland in quantities half a million a year. On average 700.000 cars are recorded from the secondary market and new cars are recorded annually not the entire 400.000. This is a very interesting indicator of Poles’ wealth. New cars are usually bought for companies. The average Pole determined to buy a car – he will choose a used car.

I did so too, I decided to buy a used car. The most used prices of used cars concerned cars brought from Western Europe. Poles selling their own cars offered them at a much higher price than cars imported by car amateur traders. I bought a car brought from Belgium but already registered by a trader in Poland.

It is worth noting that during the search for a used car to buy for a long time I monitored the most popular car sales boards. Among the offers I came twice on the frauds. I couldn’t leave it like that. In one case I notified the police, in the other I asked the police to verify the address of the company selling cars. I headed to the Main Police Headquarters, i.e. the most important in Poland. In both cases, the police completely ignored me. Fraudsters probably still hunt their victims, unbelievable – true, but that’s how it is in Poland?

The thing that surprised me during the transaction is that the seller did not want to pay for the car by bank transfer. He wanted money in the form of cash. This is very awkward because in my case a favorable offer came in an in another city and although the car was not expensive, the number of notes (bills) for a car in PLN was so large that it already requires a suitcase. And if you have to get a pocket or other uncomfortable way?

Wanting to adapt to the seller’s expectations, I went to the bank to withdraw my money. In the bank at the cash register there was information that cash withdrawals are only up to 10.000 PLN which was much less than the price of the car. To withdraw more money at a Polish bank, you have to make an appointment for this payment. Banks are free without money, maybe they are afraid of attacks?

When it came to withdraw my money, the bank employee refused to pay me. It turned out that 30 days earlier I had the expiry date of the Polish ID card and I could not make money from the account that I assumed for the same document. It is not important that nothing has changed, it is enough to save the date in the ID document to recognize the customer that he wants to rob his own account. There are already thieves and not the bank’s customer I was forced to use an ATM. Because I had a daily limit to pay money at an ATM, I paid it every day for two weeks. And at this moment I understood why a Polish car seller prefers cash, because in Poland you have money in your hand, you know that they are yours. But if you have money on your account in a Polish bank, you know that you may not get them anymore. This is Polish reality. It is clear that in Polish culture there is deeply aware that every Pole is a thief, he can rob everyone and even himself.

After buying a car you have 14 days to pay tax. The tax is 2%. Rich and poor has the same tax rate, it is not dependent on income. This primitive tax policy influences the fact that poor Poles, and therefore the majority, try to buy cheaper and cheesy models of cars and in order not to pay a high tax, there are also scholars of the dishonest underestimation of the value of the purchased car on the purchase contract. In retaliation, the offices correct the value of the car to the average price of a given car model and no matter what it was in when buying. Even if it is destroyed, you pay as efficient. It resembles a tax war in which the one who has more police strength wins in extorting money.

After paying the tax, the car should be registered. Since there is still a license plate from aluminum which is missing in Poland, an act has been introduced that old license plates can be maintained. In the past, for having plaques from the Polish region than where you live, there was a penalty, today it is allowed. You can see that the crisis stimulates officials to create improvements. But to not be too easy, in Poland there is still a duty to remove the license plates from the car and come with them to the office. And now imagine the dear reader that the license plates in the car are brought to the bumper so that they do not fall off. I understand if it was about replacing old license plates with new, local, but if someone wants to keep the old license plate and has a reason because they do not want to break them from the bumper, or not remove car registration plates? Why do Polish officials torture these people, will they humiliate Poles?

On the agreed day I arrived an hour too early and the number machine did not want to give me a mumper, who is a pass to accept my case. I had to wait for the system to decide that I came on time. The ticket was nicely defined where to report to which window and at what time. In practice, I was called half an hour later than indicated on the ticket. So before I registered the car I waited in the office for an hour and a half.

The lady in the window checked everything very carefully. My ID card with an extinct expiry date was not a problem but I still felt like I would steal this car and not buy. In the end, the official began to apply a stamp to documents, ordered a small payment for the registration of the car – worthy of a banquet card, and informed me that my new evidence that I have for this car will be replaced with a new one. Another Polish nonsense. Currently, in Poland there is no obligation to carry a proof of registration in the car, so why are personal registration certificates assigned to the owner of the car and not to the car? I do not understand Polish philosophy and waste of paper, time and work.

This is what the purchase of a car looks like in Poland and re -registering a bought car on yourself. You could do it all more simply, but in this culture it is impossible and I always wonder what Poles have in their heads that they love to complicate others? Please note the amount of information referring to the lack of trust that appears in Poland at every step. It is here that it is a national tradition. Every Pole is a thief and such a definition can be found in many Polish regulations that strengthen such an image and culture of Poland. (Brux)

Curiosity:

I submitted two applications for car registration without the need to remove the license car plates, citing the possibility of their damage as the reason. I was curious how Polish offices react to the expectations of introducing improvements to the service of supplicants and handicapped regulations.

I sent the letters to the local vehicle registration office as well as to the ministry that oversees them. These were not ordinary inquiries, but requests, which, according to the procedure, require an answer.

To this day, I have not received any reply. This is a characteristic proof of maintaining the culture that in Poland offices do not serve people, but people serve offices.

The primitivism of the Polish nation results from the effort to ignore problems. The indifference of officials is the foundation of maintaining the totalitarian nature of the state. This is a proven mechanism of defending privileges, ignoring social signals, the society is programmed to accept its slave status towards the state administration and its power.

The fact that power is maintained from taxes paid by the society is omitted, and in reality the power and administration of the state is a form of paid service to taxpayers, who are tried to be reduced to the role of slaves in Poland. The tax is not a salary for offices but a penalty for citizenship. (Brux)
